Son of Robert Ellwyn and Phyllis Alida (Young) Peterson.

In 1956 his family moved from Kansas, to Davis, California. The next year his Dad with his brother-in-law; Dr. Billy Lee Gibson, were broadsided and both killed on their way home from fishing in the Woodland area. He and his mother and siblings then moved from Davis to Woodland.

In 1959 he joined the Army. While stationed in Kentucky with the 101 Airborne, he met and married Patsy S. Rager, in 1961. After getting out of the service, they moved back to the Woodland area. They were blessed with two daughters, Vicki Sue and Angela Christine Peterson.

Bill and his wife with their best friends went out dancing one night in Sacramento. He bumped into a man (an Armature Boxer) on the dance floor who turned around and sucker punched Bill, with him falling to the floor (cement) hitting his head. He was hospitalized with a fractured skull, dying from swelling of the brain the next evening. The man who hit him only got probation. Later going to prison for doing the same thing to someone else.
