William was the son of William Penn and Rebecca Sophronia Huey and was born about 15 miles southwest of Vandalia, IL. It is not known just when he came to Oregon, but he married Cassie Belle Simpson in Portland on 3 July 1894. They lived both in Portland and at their farm located in Eagle Creek, Clackamas County, just north of Estacada.
