In 1919, Sgt. John Howard was the oldest man in the St. Louis Police Detective Bureau – both in age and in years of service.

For many years he was assigned to the area of Union Station and made a record in apprehending “con” men who preyed upon the unsuspecting visitors from the country.

Born in Waterloo, Illinois in 1850, Howard joined the police force October 12, 1881 and was made a patrolman a short time later.

On January 1, 1891, he was assigned to the Detective Bureau and in 1917 was promoted to Sergeant. Acting Chief of Police Gillaspy, being informed of Howard’s death ordered the news to be telephoned to every District in the city.

Gillaspy stated he had worked with Howard for some time in tracing counterfeiters. He declared Howard was a special officer at the “Old Mounted District” now the 8th District when he was a Patrolman back in the 1890”s
Howard had been assigned to the office of the Bureau at Headquarters – since the Bureau has been kept open all night.
Chief of Detectives Harrigan spoke highly of Howard as an officer and as a successful tracer of criminals.
Of interest 40 years earlier Howard and the Chief of Detective Harrigan had worked together as shoemakers.
