Thomas J. Foster was the son of Wiley Foster and Harriet Grogan. He married Martha Elizabeth Chafin 18 Dec 1866. They had nine children; Mary Alice Foster-Roberts, Pauline "Poddy" Foster, Dawson A. Foster, Joseph W. Foster, Anna Maude Foster, Sarah Lena Foster, William Arthur Foster, Walter Hill Foster, and Emmett Lawrence Foster.

He has a Civil War Marker at LaFayette Cemetery.
