Richard Owens Crisp was born in Anne Arundel County, MD on December 22, 1861. He was a graduate of the US Naval Academy Class of 1884, but resigned his commission a year later to take a commission with the US Revenue Service, an agency of the US Treasury Department and the precursor to the US Coast Guard. He retired in 1925 with forty years' service. When RADM Crisp died in 1951, he was the oldest surviving US Coast Guard (former Revenue Service) flag officer.
