"The purpose of the proposed legislation is to pay the sum of $5000 to Mr. & Mrs. R.L. Saunders of Poquoson, Va., in full settlement of all claims against the United States as compensation for the death of their son, Linwood Saunders, who was killed as a result of being struck by an Army airplane, on May 22, 1941, near Poquoson, Va."
The plane was being flown in an unauthorized, negligent, acrobatic manner over Chesapeake Bay. On the 3rd dive over Linwood's fishing boat, the plane struck and killed him. He was the sole support of his parents.
