The son of Samuel & Mary "Polly" (Schull or Shull) Rice, in 1860 he was living with his farming family in Saville Township, Perry County, Pennsylvania, and is in the 1863-65 draft registration still residing there. He stood 6' 1" tall, had light hair and blue eyes, and never married.

A Civil War veteran, he served three terms of service:
1. Enlisted at the stated age of twenty-five in Loysville, Perry County, August 8, 1862, and mustered into federal service at Harrisburg August 13 as a private with Co. H, 133rd Pennsylvania Infantry. Wounded at the battle of Fredericksburg on December 13, 1862, he was admitted to Mount Pleasant U.S. Hospital in Washington DC. He returned to duty sometime during February 1863 and honorably discharged with his company May 25, 1863.
2. Enlisted at the stated age of twenty-seven in Ickesburg, Perry County, June 24, 1863, during the Gettysburg crisis, mustered into state service at Camp Curtin in Harrisburg July 6 as 1st lieutenant of Co. I, 36th Pennsylvania Militia, and honorably discharged with his company August 11, 1863.
3. Enlisted at the stated age of twenty-eight in Harrisburg April 14, 1864, and mustered into federal service that day as a private with Co. H, 7th Pennsylvania Cavalry (80th Pennsylvania). Promoted to sergeant January 1, 1865, he honorably discharged with his company August 23, 1865, at Macon, Georgia.

Typical of the times, his actual birth year is a question mark, although his three stated enlistment ages are fairly consistent. However, he is in the 1850 census as a sixteen-year-old, the 1860 census as a twenty-four-year-old, and the 1900 census as a sixty-five-year-old.
