He was the son of Joseph P. Neagle and Louisa Morning Neagle.
Per the San Francisco Journal published Thursday, November 23, 1922, Charles E. Neagle, age 28 of Fort Monroe, Virginia married Alice E. Ohnstead, age 19 of Fort Scott at San Francisco, California.
They were the parents of Charles Edward Neagle Jr. (1924-2012).
On February 25, 1918, he enlisted in the United States Army and was discharged on February 28, 1919. In August 1921 he was commissioned a second lieutenant in the Coast Artillery. He served at Fort Monroe in Virginia; the Philippine Islands; Hawaii; Syracuse, New York and the Panama Canal Zone.
He died after an operation for appendicitis at Colon Hospital in the Panama Canal Zone. On December 10, 1931, his widow remarried to Lieut. Richard P. O'Keefe who died in 1932.
On November 19 1939, she married Joseph Bynum Stanley at Pasquotank, North Carolina.
