Brother to Arthur Wedell Cleaver and Charlotte Annie Cleaver Brown. Son of William and Sophia Charlotte Zimmermann Cleaver. In 1887 Herbert married Bertha P. Roberts. Herbert married Lenore Randall, daughter of Oscar T. Jennie Randall in 1890. The wedding ring he gave her was made from California gold that Herbert's father found in 1850 while mining in the gold fields. In 1901 he married Marie Renata Young.
