A son of Henry Dugger and Sarah Green, David married Rachel Frances Pollard on June 10, 1853 in District 10, White County, Tennessee.

He moved to Humboldt, Nebraska about 1860, and moved to Formoso, Kansas about 1875.

About 1893, David went to the Oklahoma Territory with his daughter Mary Ellen Dugger to help her establish a homestead claim near Kingfisher. He went hunting one day and shot a turkey. As he was taking the turkey out of his wagon, he dropped his rifle, which discharged and shot him in the chest. He said, "Oh, my God, I've shot myself. I've killed myself." He died a few minutes later.

David was the father of eleven children:
