The son of John & Elizabeth (Grimm) Strayer, in 1860 he was a carpenter living in Hopewell Township, York County, Pennsylvania. He stood 5' 7" tall and had black hair and blue eyes.

A Civil War veteran, he enlisted in York February 26, 1864, mustered into federal service at Harrisburg February 27 as an unassigned bugler with the 3rd Pennsylvania Heavy Artillery (152nd Pa). Allegedly wounded - date, place, and nature of wound not stated - he transferred to Co. B, 188th Pennsylvania Infantry to date July 26, 1864, and honorably discharged with his company December 14, 1865.

He married Elizabeth Slough, but children, if any, and the reason for the conclusion of their relationship remain unknown. He then married Rose Ann Hartman and fathered Frances Ann "Annie" (b. 05/29/66 - married James Flinchbaugh), Clara Lillian (b. 03/22/69 - married Victor U. G. Snyder), Ida May (b. @1871), Henry (b. @1873), David Franklin (b. 08/04/75), Rella M. (b. @1878), James Walter (b. 10/19/81), Sarah Alice (b. 03/19/84 - married James Snyder), Emma Virgie (b. 01/23/86 - married Daniel D. Grove), and Abbie Jane (b. 03/21/88 - married William F. Gibson). In 1890, he lived in North Hopewell Township, York County (which may have been where he was living in 1860), and died at his son James' home in Yoe, York County, from "broncho-pneumonia caused by a fall and contracting a cold" with "old age" a contributing factor.
