Stephen was the son of Stephen Rowley Phay and Rebecca Crawford. He married Ella K. Hollingsworth in 1879, (good possibility in Iowa) They had two children: June Helen and Ralph Douglas. He was a policeman in Pendleton for many years and also served as Night Marshall in Hermiston, Oregon

He went by "Douglas" which I can only assume was because his father's name was Stephen.
