The son of George & Mary (Fink) Sipe, in 1860 he was a sawyer presumably living in Conewago Township, York County, Pennsylvania, although much of that township's census is unreadable. He stood 5' 7" tall and had dark hair and gray eyes. He married Sarah "Sallie" Ann Livingston September 15, 1860, and fathered David L. (b. 05/16/63) and Simon (b. 11/18/66).

A Civil War veteran, he enlisted at the stated age of twenty-seven in Middletown, Dauphin County, July 30, 1864, mustered into federal service at Harrisburg August 16 as a private with Co. G, 200th Pennsylvania Infantry, and honorably discharged with his company May 30, 1865.

He died at the reported age of 74-2-11 from "chronic Bright's disease" with "valvular heart disease" a contributing factor.
