Frank Owen was the son of Felix and Martha Jane (Foster) Walker. Very shortly after his birth, the family moved to Chariton County, Missouri where his parents homesteaded a farm located in-between the towns of Brunswick and Keytesville. For several years, while his father could get the barn and house built, they lived in tents.

Frank Owen married Maude Fletcher in Chariton County, Missouri. Their children were
William Orval,
Cora Ellen (died young),
Henry Clay,
E. Redail "Red",
Bonnie,
Lillian Bess, and
George.

Frank died in Brunswick, Chariton County, Missouri.
