Eli Way Jay was born April 15, 1843, in Henry County, Iowa, the son of Dempsey Jay and Clarkey Hunt. Eli moved to Jasper County about 1860, after the death of his parents. He was a veteran of the Civil War, serving as a private in the Iowa Infantry, Company I, 10th Regiment. His company was attached to Sherman's army in its march from Atlanta to Savannah and Washington D.C. where he mustered out on May 29, 1865. Eli was a farmer, teamster, and carpenter and at one time served as mayor of Lynnville.
On February 4, 1864, Eli Way Jay married Eliza Ann White and they were the parents of seven children:

Charles H. Jay b. September 25, 1868
Homer Page Jay b. December 3, 1870
Dora Samair Jay b. August 20, 2874
Eli Garfield Jay b. June 17, 1880, d. January 8, 1881
Two other sons died shortly after birth
