Charles H. Allen was born in Elk Grove, Illinois, the son of Jesse Mills Allen and Veronica Dibb Allen.
In 1884, he moved to Chehalis in the Washington Territory. Together with Mr. Noah B. Coffman, he founded the first bank in the village of Chehalis, Coffman & Allen.
However, he became ill soon after and returned to Illinois to seek medical treatment and died there. His brother, William Burton Allen moved to Chehalis to assume his brother's business responsibilities.
