John R. Moses, age 88, passed away peacefully, surrounded by family, on Saturday, December 8, 2007, at the Anderson HospiceCare Center, following a brief illness.

John was born 6 Sep 1919 in Hazen, North Dakota, the eldest son of John Moses and Ethel L. Moses. His father served 3 terms as governor of North Dakota, and was serving as U.S. Senator at the time of his death in 1945.

Following his graduation from Hazen High School, John worked as an adult probation officer in Washington, DC, for two years, and entered military service in September 1941.

He served 14 months in an anti-aircraft unit at Dutch Harbor, Aleutian Islands, coming under Japanese carrier attack twice in June 1942.

In 1943, he was ordered to Armored Force Officer Candidate School at Fort Knox, Kentucky, and graduated with the rank of second lieutenant. John was assigned to the 10th Armored Division, and ordered overseas in August 1944.

He participated in the attack of German forts at Metz, France, led the point platoon in General Patton's drive across Moselle River to Siegfried Line, was severely wounded in combat on the German border, and was subsequently hospitalized for 13 months. He retired as first lieutenant on permanent disability on December 18, 1945.

John was educated at the University of North Dakota, George Washington University, and the University of Wisconsin, graduating in 1951 with a law degree. He practiced law for 10 years in Madison and Gays Mills, Wisconsin, and was active in the Gays Mills community, serving as senior Boy Scout leader, a member of the board of trustees of Our Savior's Lutheran Church, and master of the Masonic Lodge.
John served as president of the Gays Mills School Board for 10 years, and took pride in having increased the size of the school district, broadened the curriculum, and improved school facilities.

John was appointed to the Wisconsin Department of Veterans Affairs, and served as director and then secretary from November 1961 to October 1984. He greatly expanded state programs of assistance to veterans, including part-time study grant programs to enhance veterans' job skills, created a broad new home loan program, created the only state-wide outreach program in the nation to find and assist returning Vietnam veterans, and directed the conversion of the Wisconsin Veterans Home from an old soldiers' home to one of the most admired skilled nursing care facilities for veterans in the nation. Additionally, he served as Chairman of the Governor's Educational Advisory Committee and Secretary of the National Association of State Directors of Veterans Affairs.

John was a member of Disabled American Veterans, Veterans of Foreign Wars, Retired Officers Association, Wisconsin Association of Concerned Veterans Organizations, 206th CA (AA) Association, 10th Armored Division Veterans Association, and the Military Order of the Purple Heart, for which he served as chapter commander.

His interests included history, genealogy, horticulture, nature conservation, and Norwegian heritage.

John was preceded in death by his parents; his brother James (Edna) Moses; his sister Mary (Robert) Schwichtenberg; his first wife Mildred Bloedau; his second wife Vera Ciula; and his stepson Kenneth Ciula.

He is survived by his brother Robert (Agnes) Moses; wife Mildred Jaynes Moses; children Ann Moses, Margit Moses, Barbara (Brant Filip) Moses, Mary (Gary Brown) Moses, John (Christine) Moses, M.D., and Susan (Thom) Straus; stepchildren Donna Ciula, Marlene Moses-Ciula, Peter (Pamela) Ciula, Mary Ciula Best, Robert (Mary) Jaynes, and Mary Jaynes (Michael) Tenant; grandchildren Staci Roberts, Mindi Morgan, Jenni Pellitteri, Cindi Pellitteri, Laura Niesen, Adriane Brown, Matthew Jaynes, Nora Moses, Brian Tenant, Elijah Brown, Mark Jaynes, Kathryn Tenant, Krista Moses, Luke Jaynes, Kayla Moses, Lisa Moses, Ian Straus, John Tyler Moses, Emily Straus, and Noah Straus; and six great-grandchildren.

A memorial service will be held at BETHEL LUTHERAN CHURCH, 312 Wisconsin Ave, Madison, on Saturday, December 15, 2007 at 2:30 p.m.

Visitation will be held at church on Friday, December 14, 2007 from 5 p.m. until 7 p.m.

In the spirit of John's generosity, the family suggests memorials be made in lieu of flowers.
