James, a coal miner, is the son of Joseph Rutledge Tuggle and Josephine Broughton. He married Martha Mays, daughter of Ralph and Susan Mays, in September 1895.

James and Martha were married just 12 years. During those years, five (5) children were born to this union: Nina (married Taylor Deaton); Earnest (married Rosie McVey); Daisy (married John A Fletcher); Everett (married Elon Scalf)and Josie.

On a lovely day at summer's end, just weeks short of a 12th Anniversary Celebration . . . James died. Having been thrown off the train Saturday evening due to a combination of an apparent lack of funds and too much alcohol, he was found the next morning, deceased, having been hit by the train. It was on Sunday, August 16th, in 1908; he was age 31.

James was laid to rest in the Johnson Cemetery in Heidrick, Knox County Kentucky, survived by Martha and their children.

A handsome headstone, supplied by his children, now marks the site.
