His parents were William C Millard and Josephine Heden Millard.

He was a career US Army Officer. He served in the Philippine Islands with the 34th Infantry Division. He also served with the then newly-formed 31st Infantry Regiment in Siberia during the Russian Revolutions (1918-1920). After 1920, he was also stationed in New York and Virginia.
