Congressman and Mayor of Lima. Andrade, a lawyer at the National University of San Marcos, began his political career as a member of the Christian People's Party in 1983. He later founded his own party, Somos Peru, in 1994. From 1996 to 2002, he served two terms as the mayor of Lima. He ran unsuccessfully for the First Vice President of the Peruvian national election in 2006 on Frente de Centro's ticket, but was elected for a seat in the Peruvian Congress from 2006 to 2011. He died in the state of Washington, United States of America.
