Born in Monroe Township, Cumberland County, he was the son of John & Eliza (Yessler) Hoover and twin brother to Susan, his only sibling. In 1860, he was a druggist living in Monroe Township and stood 5' 5" tall with dark hair and dark eyes.

A Civil War veteran, he enlisted and mustered into federal service at Harrisburg August 9, 1862, as a private with Co. F, 130th Pennsylvania Infantry. Given his civilian occupation, he served as regimental druggist and worked with the medical staff. He was honorably discharged with his company May 21, 1863. He also enlisted in Philadelphia January 4, 1864, and mustered there January 9 as a private with Battery D, 3rd Pennsylvania Heavy Artillery (152nd Pa), but spent his time working with the U.S. Army Medical Department as druggist and hospital steward. He was honorably discharged November 9, 1865, at Fortress Monroe never having been wounded or hospitalized.

He married Martha L. "Mattie" Crist May 19, 1868, in Cumberland County and fathered Anna Olive (b. 05/26/69 - married Robert M. Harris) and Lizzie Rowena (b. 06/23/71 - married Joseph Cooper). Mattie died in 1873, and he married Catharine "Kate" Stambaugh January 2, 1877, in Cumberland County. In 1887, he lived "near Williams Grove" in Cumberland county, but lived in Newport News, Virginia, 1888 - 1904 before returning to Cumberland County. On September 4, 1907, he entered the Soldiers' Home in Tennessee and was discharged June 9, 1909, only to re-enter the home on January 6, 1911. He transferred to the facility at Hampton, Virginia, November 12, 1912, but was discharged on his own recognizance January 5, 1914.
