Killed in the line of duty
Trooper Small was a 1983 graduate of South Hagerstown High School. Also graduated with honors from Hagerstown Junior College. Trooper Small was exchanging information with his supervisor parked in the median of I-95 northbound @ the Havre de Grace interchange. A tractor trailer lost control, entered the median and struck Trooper Small's police vehicle killing him and Trooper First Class John Sawa. The truck driver was arrested and charged with two counts of homicide by motor vehicle while intoxicated. Trooper Small had 8 months of service with the Maryland State Police. Trooper Small was single and was survived by his parents, grandparents, a sister & his fiancee.
