James was the son of Scotch-Irish Patrick Blair and Janet Drummond, born in the Parish of Raloo, County Antrim, in northern Ireland in 1829. His mother died there, and in 1835 six year old James came to America with his father and new step-mother, Mary Sloan Bell. He was raised in Woodcock township, Crawford County, Pennsylvania.

In 1851, he traveled to California during the Gold Rush and staked a claim on Whiskey Creek.

On May 12, 1869, 39 year old James Drummond Blair married Eunice Francis Crocker, the 16 year old daughter of Everett French Crocker, a lumber mill sawyer. The couple made their home in Whiskeytown, California. Both he and his wife served as postmaster for the township which is presently under the waters of Whiskeytown Lake, a short distance from the township of Shasta. He was the proprietor of the Whiskeytown Hotel and Blair's Saloon; and held office as a Shasta County Supervisor. He was also a Master Mason of Western Star Lodge No. 2 in Shasta. He was alternately known as Joseph D. Blair.

The couple had nine children. Their six sons were: Everet D Blair (1872 - 1904), Maurice Mathew Blair (1873 - 1917), Briceland Cooper Blair (1877 - 1916), who married Ethel Carter of Shasta (no children), Francis Marion Blair (1879 - 1919), James Drummond Blair Jr. (1881 - 1887), who died a child, and Kenneth Victor Blair (1889 - 1952). Their three daughters were: Martha Everetta 'Mattie' Blair, who married Nelson E. Lamus, a past Master and Shasta Mason member who relocated to Utah, Eunice Blair, who married Elvis Newton Eaton of Shasta, and Adeline May Blair, who married Mr. Misener, and relocated to Michigan. All three daughters produced grandchildren for their parents.

James D. Blair, a pioneer citizen of Shasta county, and past master of Western Star Lodge No. 2, F & A. M., of Shasta, died at his home in Whiskeytown on Friday afternoon last. Mr. Blair was born in county Antrim, Ireland in 1830, and came to California in 1851. Deceased was for a long time a member of the Board of Supervisors. He had been in delicate health for quite a while. A large number attended his funeral, which took place in Shasta Sunday morning, at 10 a.m., under the auspices of Western Star Lodge. A widow and quite a family of children are left to mourn.

James and Eunice and five sons are buried in plot 91, at Shasta Masonic Cemetery. Briceland and his wife are buried in plot 37 next to her family. James shares a grave and headstone with his son, James D. Blair Junior, who died in 1887.
