The son of Michael J. Costigan and and Anna Wallace of Newport, Kentucky, Private James W. Costigan served with the 96th Company, 6th USMC Regiment, 2nd Division of the United States Marine Corps during World War I. He died 31 Jul 1918 of wounds sustained in combat at the Battle of Belleau Woods in France on 02 Jun 1918.

A cenotaph in his memory was erected at St. Stephen Cemetery in Fort Thomas, Kentucky.
