Arthur served as a Seaman First Class, U.S.S. Halligan (DD-584), U.S. Navy during World War II.

He resided in Kittery Point, York County, Maine prior to the war. He enlisted in the Navy on May 19, 1943 in Portland, Maine.

Arthur was declared "Missing In Action" when the Halligan hit a moored mine head near Okinawa and sank during the war.

He was awarded the Purple Heart.

Son of Mrs. Persis H. Blake Younger.

The Halligan lost Approximately 169 crew members in this sinking and received six battle stars for World War II service.

S1 Charles E. Boucher, also from Maine, was killed in this same incident.
