In 1940, he enlisted in the regular Army Reserve and was discharged in 1941. In July of 1942, he enlisted as a volunteer officer candidate and went to officers' candidate school at Fort Knox, Ky. In November, he was commissioned as a second lieutenant and assigned to the Seventh Armored Division.

In November of 1943, he signed up for overseas duty and left the Seventh Armored Division to go to England, where he was assigned to a cavalry reconnaissance battalion. In June, 1944, Lt. Carter went into France with that unit, but in October he received a transfer back to the Seventh Armored Division, then in England, and was made company commander in his tank battalion. He saw action in France, Belgium, Holland and Germany with Lieutenant-General Courtney Hodges' First Army.
