The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pride in presenting the Distinguished Service Cross (Posthumously) to Captain (Infantry) James N. C. Richards, United States Army, for valorous leadership and extraordinary heroism in action while serving with 26th Infantry Regiment, 1st Division, A.E.F., throughout the attack near Soissons, France, on 18 July 1918. France. Captain Richards was killed while charging enemy machine-guns at the head of his command on July 19.
