He was the son of William James Bailey and Minnie Lee Jones Bailey of Concord, North Carolina. His siblings were James L, Mary V, Mildred T, and Alice Lynn Bailey.

He enlisted in the Army on 29 November 1942, and went overseas in December of 1944.

He died in Germany on 22 March 1945.

He was awarded the EAMET Medal and the Purple Heart.
