Seaman First Class Charles Ramsey Wise was attached to the destroyer USS PILLSBURY (DD–227). He was reported missing on Wednesday, December 10th, 1941, while aboard PILLSBURY during a bombing attack by enemy planes. The PILLSBURY was in the Navy Yard at Manila (possibly Sangley Point, Cavite Province), Philippine Islands.

S1/c Wise was declared missing as of 10 December 1941 and presumed to be dead as of 11 December 1942, when a presumptive finding of death was made. His remains were declared non-recoverable in December 1949.

S1/c Wise's monument is located in Fort William McKinley, Manila, Philippines Islands. He was awarded the Purple Heart.

The destroyer USS PILLSBURY (DD–227) was sunk during night action between 01 March and 04 March 1942 by Japanese Navy gunfire. This action took place approximately 200 miles east of Christmas Island (14d. 30' S., 106d. 30' E.). Also sunk during that engagement was USS EDSALL (DD–219) and USS ASHEVILLE (PG–21). [Sunda (Soenda) Straits, Java Sea]
