The son of Henry G. B. & Phoebe Rebuck, in 1860, he was a painter presumably living in Southampton Township, Cumberland County. He stood 5' 7" tall and had light hair and gray eyes.

A Civil War veteran, he enlisted in Shippensburg August 4, 1862, and mustered into federal service at Harrisburg August 10 as a private with Co. D, 130th Pennsylvania Infantry. He was shot through the neck at the battle of Antietam September 17, 1862, the ball entering the back of the neck one inch below the skull and just to the right of the spinal column, exiting three and a half inches. Initially hospitalized in the field, he was sent home for treatment on September 20 and did not return to duty until either April 25, 1863, or May 3, 1863 (both reported). He was honorably discharged with his company May 21, 1863.

He married Rachel Foreman November 18, 1863, in Shippensburg and fathered Thomas Skiles (b. 03/15/64), Elmer E. (b. 11/24/65), Carrie Bell (b. 10/24/67 - married a Starry or Stainy), Delsie Kate (b. 10/18/69), Lula Mary (b. 03/15/72 - married a Smith), and Harry B. (b 10/28/81).

In 1899, he lived in Lancaster County, Nebraska, but returned home to Cumberland County.
