Manley was the son of John Quincy Biddle and Lida (Goddard)Biddle
Manley's parents owned a dairy farm and he delivered milk on his way to school. He was also a truck driver and a steel mill worker. He owned his own gas station in Toronto, Ohio before moving to California in 1955. He owned and operated his own ice cream store, Blue Diamond Ice Cream. After closing the business, he was employed at a gas station. He suffered a heart attack and had to quit the gas station. He then went to work as a sales clerk at Grand Auto Stores until his retirement.
He was survived by his wife, Ruth (Hoffman) Biddle, who later died in 1988, and sister Leone Goddard (Biddle)Wilder. He was preceded in death by his brother, John Quincy Biddle. Also surviving are 2 children, Larry Biddle and Dana Kime and 6 grandchildren.
