Charles Walter Shaver was born on June 18, 1881 in Alexander, Franklin County, Iowa to George Walter Shaver and Mary Eliza Rice Shaver. He was one of seven sons in a family of eleven children.

Walter, as he was known to his family, was a skilled painter and private contractor. When he lived in Lincoln, Nebraska, he worked with George Gillett Ridgway, an architect and builder whose houses and an apartment building are listed in the National Register for Historic Architecture in Lincoln.

Walter married Eva Sarah Huck on June 6, 1906 in College View, Lancaster County, Nebraska. They had five children.

He and Eva retired to Modesto, California in 1935. Eva passed away in 1945 and is buried in Modesto Pioneer Cemetery.

Walter died on August 16, 1956 and is buried next to his wife in Modesto Pioneer Cemetery, Stanislaus County, California.
