William is the son of Charles E. Sr. and Johannah (Haag) Bossert. He married Ellen Francis Myers, Nov. 22, 1887 in New Springfield (Mahoning County) Ohio. They had 9 children: Della Mae, Mary, Emma, Milton, Pearl, Lloyd, Floyd, Lillian, and Lewis.

William worked for the Pennsylvania Railroad.

William served in the Ohio Army Infantry Volunteers during both the Spanish-American War and the Phillippine Insurrection.
