Elaine was born to Amy Richmond and Edgar Bundy on October 28, 1922.

She was a resident of Madera for 85 years, having graduated from Lincoln Grammar School and Madera High School. She attended 4C's Business College and was employed by Pacific Gas and Electric, retiring after 30 years of service.

She worked for Gravelly Ford Water District from 1979 until her death.

Elaine was a woman of integrity and grace. Although she was private about it, she was also a woman of faith.

She was a member of the Madera County Historical Society, the Madera Arts Council, the Madera Camera Club, and the Society of Mayflower Descendants.

Mrs. Secara was a long-time supporter of the Madera Chamber of Commerce Senior Farmer of the Year award. Since 1994, she sponsored the Madera Chamber of Commerce Senior Farmer of the Year Plaque, in memory of her husband, Franklin B. Secara.

After her husband Franklin's passed in 2002, her goal was to ensure no one ever forgot him or his legacy, to ensure everyone remembered who Franklin was and what he did. To that end, she initiated the Franklin B. Memorial Scholarship Fund for students interested in studying hydrology or agriculture. She was considered the "woman behind the man" by family and friends.
