Ray was born in Toppenish, the son of Ora Lindell and Martha L. (Queen) Febus.
He attended and graduated from Toppenish High School.
He enlisted in the US Marine Corps on August 21, 1951 and received training with the 3rd Recruit Training Battalion, Marine Corps Recruit Depot, San Diego and later at Camp Pendleton, CA.
In April, 1952, PFC Febus was assigned to Company C, 1st Motorized Transport Battalion 1st Marine Division, which which was sent to the Korean Theater of War.
Sergeant Febus was discharged on August 7, 1954, after which, he enlisted in the US Marine Corps Reserve.
He joined the Issaquah Police Department where he served as Sergeant and Acting Chief.
