The son of Hiram & Phoebe Eve (Shirey) Dill, in 1860 he was a laborer living in Chanceford Township, York County, Pennsylvania, and later worked as a wheelwright.

A Civil War veteran, he enlisted and mustered into federal service at Lancaster August 31, 1864, overstating his age by one year, as an unassigned private with the 3rd Pennsylvania Heavy Artillery (152nd Pa), and honorably discharged with his battery June 9, 1865.

He married Rachel Pyle and fathered Walter David (b. 04/05/82) and Carrie E. (b. 03/15/84 - married Felix S. Bentzel). In 1880, he lived in Fawn Township where he died from "uremic poison, diffused nephritis" caused by "chronic interstitial nephritis" with "mitral regurgitation" a contributing factor.
