Bernard Henry Dugan was the son of James Dugan and Mary Connell Dugan. His father was born in England and his mother in Ireland. On his World War I draft registration card, he gives his birthplace as Falls Schuylkill, Pennsylvania, which is an area of Philadelphia.

In addition to Bernard, James and Mary Dugan also had the following children: John, Anna, Mary, Joseph, Edward, Margaret, Katherine, Agnes, James, and a child whose name is unknown.

Bernard first married Elizabeth Lyland Dugan and second Agnes Thompson.

He served in the the U.S. Navy in World War I. He registered also for the draft in 1942 where he and his first wife, Elizabeth, were living in Philadelphia.

Funeral arrangements for Bernard Henry Dugan, of Decatur, who died Wednesday at Decatur General Hospital will be announced by Brown Service Funeral Home.
