Civil War Union Brigadier General. Born at Sandy Hill, New York, he graduated third in the class from West Point in 1835 and served in the Mexican War. Not desiring to stay in the Army, he was admitted to the bar in 1838, practiced law and was District Attorney of Genesee County, New York. At the start of the Civil War, he was commissioned Brigadier General of Volunteers in command of the defenses of Washington D.C. In March 1862, he participated in the Peninsula campaign and later at the battle of Hanover Court House. From November 1862 to May 1864, he was Military Governor of Washington. He commanded a division in the Army of the Potomac at the battles of Swift Creek, Cold Harbor and took command of the 18th Army Corps remaining until he resigned his commission due to illness in August, 1864. After the war he was elected New York State Attorney General.
