He was the son of Edward Oltmanns (1887 Cleve.Oh.-1968 Ca.)and Celia Vandeweel (1887 Cleve.Oh.-1990 Ca.), and grandson of Henry T. Oltmanns 91855 Ger.-1908 Cleve.) and Elizabeth Schnadt (1863 Cleve.-1945 Cleve.). They had twin girls on Mar 14, 1947; Sheila Diane and Karen Elaine. Sheila married Joseph D. Womak (1949) on Sep 3, 1977 and Karen married Christopher H. Johnson (1945?) on Sep 13, 1969. Karen divorced Chris and married Arthur B. Dawson (Dec 11, 1948 Alameda Ca.) on Sep 13, 1970. Victor subsequently remarried after his wife's death to Doris.
