Age 88, of Wattsburg, daughter of the late J. Ross Phelps and Melinda "Linn" Jane Blakeslee Fuller Phelps. She had lived in Cleveland, then returned to Wattsburg.

Jessie graduated from Wattsburg High School in 1931. She received her nursing degree from Cleveland's Saint Vincent Charity Hospital in 1934. She worked as a registered nurse for the Wattsburg Area School District, retiring after more than 30 years. She previously worked for Cleveland Heights Hospital. She was a member of Wattsburg United Methodist Church. She enjoyed gardening and ceramic painting.

She was preceded in death by her husband, Neal L. Bisbee, whom she married March 12, 1945, and who died in 1993; her stepmother, Josephine Allen Phelps; a brother, Jay Phelps; and a half brother, Allen Phelps.

Survivors include a sister, Dora Ellison of Long Beach, Calif.; and several nieces and nephews.

Burial will be at Wattsburg Cemetery.
