He was the son of Captain Richard Arnold and Elizabeth "Eliza" nee Dennis Arnold. He graduated from College of New Jersey (Princeton), and then obtained his MD from the University of Pennsylvania Medical School. And he practiced medicine in Savannah. He was a co-founder of the Georgia Historical Society. He also co-founded the American Medical Association and the Georgia Medical Society. He served in the Georgia Senate. He also was one of the eight founders of the Savannah Medical College in Savannah, and he taught at the school. He also served as the Mayor of Savannah several times. He was Mayor of Savannah when General Sherman invaded the city, and Dr. Arnold surrendered the City of Savannah to him rather then see it burnt to the ground.
