Union Colonel and Lawyer .

He was admitted to the bar in 1857, and served two terms in the U.S. House of Reprentatives. Colonel of the 7th Missouri State Cavarly. He fought at the Battle of Mine Creek, Kansas in 1864.


Philips served in the Old Drum trial September 27, 1870. I found and created the Old Drum Monument..
