The son of Isaac & Almira (Brown) Moore, in 1850 he was living with the Elisha Brown family (apparently maternal relatives) and in 1860 was a farm laborer living with and/or working for farmer Morgan Achuff, both times in Little Britain Township, Lancaster County, Pennsylvania.

A Civil War veteran, he enlisted in Lancaster July 30, 1862, mustered into federal service there August 11 as a private with Co. B, 122nd Pennsylvania Infantry, and honorably discharged with his company May 15, 1863. He also enlisted in Lancaster January 19, 1864, mustered into federal service that same day in Philadelphia as a private with Independent Battery I, Pennsylvania Light Artillery, promoted to corporal March 15, 1864, and honorably discharged with the battery June 23, 1865, in Philadelphia. His obituary in the Los Angeles Times erroneously claims that Moore "served for two years uner Gen. [George Brinton] McClellan" despite that fact that President Lincoln had dismissed McClellan from command on November 5, 1862, and he never returned to active duty.

By 1867, he was living in Boise, Ada County, Idaho Territory, and eventually elected to the territorial legislature. He married Frances Sprigg Stuart November 3, 1878, in Silver City, Owyhee County, Idaho, and fathered Edward Stuart (b. 11/20/79, d. 01/??/80), Raymond Caleb (b. 11/24/81), and Chester Brown (b. 09/27/85). In 1893, he retired from business and relocated to Los Angeles, California, "for his health." dying at his home there.
