Born Janet Ann Young, daughter of Ruth Norene (Edmonds) and Elwood Thomas Alexander Young, on October 11, 1934, she was preceded in death by both of her parents. She was an only child. She married Jack Randolph Keiter on September 22, 1956 and was married to him until his death on April 21, 1974. In 1981, she married Jack E. Billmyer who also preceded her in death in late December of 1999.
Janet was a life-long member of Otterbein United Methodist Church and she and her husband did much work with the Youth Fellowship. She was also a 25+ year member of Golden Rule Chapter #69, Order of the Eastern Star. In 1971 she was awarded the Grand Cross of Color by the International Order of the Rainbow for Girls for her service on the Advisory Board.
A 1953 graduate of Martinsburg Senior High School, she received her Registered Nursing Degree in 1956 from the Kings Daughters Hospital. She worked for many years as surgical and office nurse for E. Andrew Zepp, MD, then later at City Hospital in the Emergency Department and the Veteran's Administration Hospital in Martinsburg.
Janet is survived by her only child Candi Keiter Johnson and her husband, Scott of Woodbridge, Va. She is also survived by her sister-in-law (from her marriage to my Dad), Betty Ann Keiter-Tabler and her husband Bob of Deltaville, Va.
