Chapman Todd was born at 333 West Main Street, the son of Capt. Harry Innes Todd and the great-grandson of Supreme Court Chief Justice Thomas Todd. Kentucky Govenor John J. Crittenden, a relative, helped him gain appiontment to the US Naval Academy at Annapolis before Todd turned fourteen.

Graduating from the academy in 1866, he saw combat during the Spanish-American War. He commanded the U.S.S. Wilmington during an attack on Manzanilla, where three Spanish transport ships were destroyed.
