Francis was born at Saukville, Wisconsin. He was the son of Charles and Mariah Baggs. He enlisted as a Private in Company G, 48th Wisconsin Infantry Regiment on February 16, 1865, and was discharged on December 30, 1865, probably at Leavenworth, Kansas. He was reported missing in April and his body was found on September 24, 1904, at Meadow Point (in Seattle?), Washington.

His headstone has the wrong surname spelling.
