The son of Elias L. & Rebecca (Hengst) Brooks, in 1860 he was a wheelwright living with Jacob Plymire in Loganville, York County, Pennsylvania.

A Civil War veteran, his name is missing both from Bates History of Pennsylvania Volunteers and the company register. He did, however, receive a pension for his service, so he was a veteran. He enlisted in early May 1864 and mustered into federal service May 4 as a private with Co. E, 142nd Pennsylvania Infantry, promoted to corporal, date unknown, and honorably discharged June 15, 1865.

He married Mary Amelia Schroeder ca. 1866 and fathered Edward Schweder (b. 1867) and Emma Jane (b. 1868) and took up insurance brokering as his line of work. Cause of death is listed as "organic heart disease."
