Walter was born at Bozar, Texas to Arthur & Nancy (Cunningham) Bryant. During his childhood a circus came to Goldthwaite and a clown named "Toby" with red hair, freckles and large ears. Bally Rudd gave Walter that nickname which lasted his entire lifetime. Toby joined the U.S.Army Reserves & was called to serve in WWII until it ended interrupting his college education for pre-dentistry. On January 21, 1950, he married Martha Caroline Randall in the church office of Goldthwaite First Baptist. Shortly the Korean conflict began & Toby was again called into military service. After returning from the second tour of duty he was encouraged to run for County & District clerk which he won & served for 40 years.
