Elbert was a U S Army Veteran - WW II - He attended Berry College and was a 1947 graduate of Clemson Univ. - 4-Hers of Cabarrus Co. knew Elbert as "Mr. B " as he served as a 4-H agent for 28 years - Involved in the Cabarrus Co Fair & received the Clyde Propst Memorial Award for outstanding contributions to the promotion of the Fair - President of the Kiwanis Club in 1963 & recieved the Past President Award in 1964 - At the Boy's Club he organized a small farners market which later became a permanent farmer's market. - In 1970, he earned the Distinguished Service Award from the National Association of County Agricultural Agents for his work on behalf of the young people of Cabarrus Co - During 2009 the 4-h celebrated their 50th. Anniversary by creating an NC 4-H Hall of Fame. Elbert was the first induction class to the Hall of Fame
