He was a police officer in Stroudsburg from 1939 to 1968.
Born in Houghton, Mich., he was a son of the late Brinton Payne and Mabel (Proctor) Allen.
He was a member of St. Matthew's Lutheran Church, Ocala.
Survivors: Wife; son, James B. of Ocala, three grandchildren and a great-grandson.
Memorial services: 9 a.m. Saturday, William H. Clark Funeral Home, 1003 Main St., Stroudsburg. Masonic graveside services 9:45 a.m. Saturday, Delaware Water Gap Cemetery.
